hey, the reverse katara is get from Maker Skill Level 3 right?

Is there a lv requirement to MAKE the katara? like lv110?
cos my db lv108 can't make it with Maker Skill Level 3 :'(

@happygolucky: i believe you have to be at most 10 level below the level of the equipment to be able to make it.

Lv 90 katara is dropped by I think Master Death Teddy, so I hope you all will explore that place and see whether it drops or not, because I quite forgot it already :(
